Put it this way -- when I started over with FSX a couple of months ago, I looked at everything I used to have installed and figured out whether I could live without it. A lot of nice stuff didn't make the new system, but EZCA did. It adds a lot of flexibility to FSX views, which is the main reason I use it. I use Ctrl-0 -- 9 for views, which lets me have up to 10 instantly-accessible views tailored for any aircraft.
Mine is installed in Program Files, which suggests you can put it where you want.
It isn't perfect, with the occasional crash, but reliable enough to not annoy me. It does end up listed as a fault in Event Viewer every time I use it, but this doesn't seem to affect its behaviour.
I'd be surprised if it affected performance to any noticeable degree.
