Hi again Iv noticed that my Geforce 9800GT graphics card needs at least 400W for the power supply but the power supply os only 250W I'm thinking this would have a difference in performance in FSX?

I most likely will cause crashes etc as you will be over taxing your PSU you can pick up a good 500W for around $70 or a 600W for about $80 to $90

Again .. these days every thing , least min is 750watt .. wont have affect on PC performance but means you can attach coolers , g/cards .. looking at .. Well Dean said it save your DOLLAR .. you get standard new power supply around that range .. at cost better to keep the old system and network .. worth nothing .. put a new PC and put beside it .. use one for FS and other as your Dog Box .

Yeah I've got the exact same PSU, its a beauty, and the modular cable system wotsit is wicked.

My (Year 2005) Dell Dimension 5000 BTX Tower Computer is fitted as standard with a 320 Watt PSU, and 6600 GT Card, and although I would have liked to replace it with a 9800 GT Card, its power consumption would have drastically overload the PSU, so I was restricted to the much lower power requirements of my present 9500 GT Card (which does the job admirably).

Always check the recommended power requirements of your selected graphics card against the size (Watts) of your fitted PSU!
