I do not think it is true. My FSX Deluxe with SP1 and SP2 is doing well in my new laptop with Windows 10 Professional.
Maybe your FSX has wrong settings or unreasonable use of fancy add ons?

With what aircraft, what for Addons? ORBX, aircraft from PMDG... We have discussed the question of OOM with our readers at the FS-Magazin. It is true. And if you fly over Europe with much AI, ORBX Germany and a lot of Addons and an aircraft like PMDG 777 or like this you may come into trouble. The biggest RAM-Eater are textures in 2048-2048 or 4096-4096 and as an old fashioned 32-Bit-Program it can only adress 4GB. In reality 3.7GB is the frontier. Above this the FSX quit sooner or later and aircraft like this lost at first some systems. the ATC quit and the some "diedel-diedel" and the FSX quit.
But, with e bit of clever VAS-Management, reducing AI and forget the HD-textures often you came out. Paris CDG to Nairobi Kenyatta Intl. ...8 hours 15 minutes with QW 787-900 ... and the VAS was at the end of the flight: 3.3GB

This is why I convert to P3DV4 next year... as soon i can phase out my I5 760...
