What used to be a purely administrative act in the days of the USSR was something else after the end of the Soviet Union and the inhabitants of Crimea asked no one. And when they then took their interests into their own hands and broke away from the slandered chaos in Ukraine, suddenly the devil was loose. Today, the situation is so bad that I, who have relatives in Crimea, and would have to enter via Russia because the Ukrainians are boycotting Crimea with the help of the United States, as a German citizen, you are being smeared by the German embassy in Moscow at the moment when you buy a plane ticket to Crimea. As a German, you are neither consularly cared for nor insured in Crimea. The Ukrainians keep trying to arrest Germans for going to Crimea, because that is a crime for them. The US is helping them.
