I think it is painted as a Norwegian plane flying with the RAF...
The city is Trondheim

As to the roundels, I remember following a discussion years ago, about the meaning of the yellow outer ring.
What was the yellow ring for? - Oh, that was for squadrons from Allied countries.
So what did the broad yellow ring mean? - Oh, that was for Commonwealth squadrons...and then the whole thing degenerated into civil war leaving no-one any the wiser.
