Found this on Flitsim.com.....Although the lines for scaling the lights aren't in the default fsx.cfg, if you add them they work as they should. So, open fsx.cfg.
Under Display add the following:
RUNWAY_LIGHTS_SURFACE_SCALAR=1.25/scales edge,center,end,touchdown,runways
RUNWAY_LIGHTS_VASI_SCALAR=1.0 //scales VASI lights)
RUNWAY_LIGHTS_APPROACH_SCALAR=1.25 //scales approach light bars
RUNWAY_LIGHTS_STROBE_SCALAR=1.25 //scales RAILs and ODALs)
The number following the = sign will scale the lights. Smaller number, smaller lights. Bigger number, bigger lights.
