I don't have either running.
Look at it this way.
1. You have FSX, Vista, DX9 Video Card
FSX Has no DX10 instructions so Vista runs in DX9 mode
2 You have FSX +DX10 upgrade, Vista, DX9 Video Card
FSX now has DX10 instructions for Vista
Vista can now run as DX10 but Video card tells Vista it is only DX9 so Vista
has to again only sent the old DX9 commands to the video card so still no DX10.
You will get a small increase in speed plus a few other improvements but not any DX10 functions
3 FSX with DX10 upgrade, Vista, DX10 Video card
Vista can now run FSX in dx10 mode and seeing a DX10 Video card can now output
the new DX10 functions to the Video card
4 Lastly you have a non DX10 program, Vista, DX10 Video Card
Vista receives DX9 instructions so runs in DX9 mode and sends only the DX9 Video instructions to the card
You will get faster frame rates as the DX10 cards have more memory and a faster
memory & clock speeds, but no new DX10 functions
