I'll assume you'll installed the SDK, and updated to SP1a.
You need to find the dll.xml file in the <Drive>:\Documents and Settings\<user name>\Application Data\Microsoft\FSX folder. If it doesn't exist, copy it from the SDK.

Open it up in an editor and change it so it has the following text:

<Launch.Addon>
<Name>Object Placement Tool </Name>
<Disabled>False</Disabled>

<ManualLoad>False</ManualLoad>
<Path>..\Microsoft Flight Simulator X SDK\SDK\Mission Creation Kit\Object_Placement.dll</Path>
</Launch.Addon>

If it has the tool entry already, just change the Disabled tags from True to False.
Now check the path, and make sure it actually points to the tool DLL. If you have installed either the sim or the SDK in a non-standard location, you may need to change the path.

If you intend to use the SDK for FSX with SP1, then you should update.

mines exactly like that and it wont install

Are you sure the path is correct? Sometimes the relative path doesn't work, so you need to make it absolute. Just type the actual path to the tool into dll.xml.

There's a line in the dll.xml file which points to the actual Object Placement Tool. It looks like this:
<Path>..\Microsoft Flight Simulator X SDK\SDK\Mission Creation Kit\Object_Placement.dll</Path>

If this isn't the correct path, then it won't work. To make sure the path is correct, do this:
locate the actual Object_Placement.dll in Windows Explorer;
Copy the location from the Address bar at the top of Explorer;
Paste it into the dll.xml file in place of the existing path. Make sure you leave the bits inside the <>.

Hmm, running out of ideas. How about the other tools, such as the Traffic Toolbox, any luck there? Do you get any tools menu at all?
There's a lot of helpful stuff over at the FSDeveloper site.

Matter of interest, Justflight have a product called Instant Scenery
Does this do anything which the FSX SDK doesn't?
(I note it can also handle FS2k4 though)

I may have to try this -- since I only use the mission designer to place scenery, I don't need all its features, and there are definite limitations -- for instance, my library objects are referenced by GUIDs only, no name, so it is fiddly to find them. Also the SP1a update seems to have caused some issues, with some library objects not even appearing in the list.
Pity that Flight1 don't accept paypal, otherwise I'd have it already. I've been living off my credit card for the last few weeks <_<
