I no its famous for the tuna fishing industry , in engineering we made many hundreds of thousands of commercial lures , most ended up in the Portland region , i,m not sure what the fish preferred , a lure was a lure , CFTS COE wanted all sorts off design and shapes , clever fish maybe

Never heard that. It is popular as the first place to avoid Washington State taxes - lots of casual 'smuggling' of various commodities
