Sorry, I wasn't intending to blame anyone/anything.
The point of the article I linked to was that risk assessment should become more widespread, especially among smaller operators. From the video (and Learmount's point of view) , the site the job is being performed at looks dangerous due to all the obstacles (the christmas tree frame, all the masts of the yachts etc). As someone who walks through the Viaduct Basin semi-regularly I would agree with this. Again - I'm not trying to be an armchair critic, but my (unprofessional) view is that regardless of who/what caused this accident, the risk of hitting something was too high to begin with and that it therefore shouldn't have been attempted .
