Why is there a USN Director with a USAF F-4E ?
That aside the Double Ugly, Rhino or whatever you want to call it, the Phantom is just a phabolous aircraft.
The Ramstein tailcode is a giveaway to where it was based.
A little more smoke and ...perfect.

That could happen if USAF F-4Es were guests at any naval air base during military exercises.
